Julie Garrett is the current Consul (Immigration)/Principal Migration Officer at the Australian Consulate General in HCMC. Ms Garrett first joined the Department of Home Affairs as a graduate in February 1997. Since then, Ms Garrett has worked in a number of different positions and locations in the Department, both in and outside Australia, including as an ‘Industry Outreach Officer’ and Manager of the Permanent Employer Sponsored Entry section in Brisbane, and three overseas postings (to London, Kuala Lumpur and HCMC). Prior to joining Home Affairs as a graduate in 1997, Ms Garrett worked as a locally engaged officer at the Australian High Commission in London, processing temporary and permanent visa applications.

Mr Kilner is the Regional Director and Minister-Counsellor for the Department of Home Affairs based
in the Australian Embassy in Bangkok, Thailand. Mr Kilner is responsible for Home Affairs operations
across the Mekong which includes Thailand, Vietnam, Laos, Cambodia and Myanmar. He
commenced in Thailand in January 2020.
Prior to his arrival in Bangkok, Mr Kilner was responsible for managing Australia’s Citizenship and
Multicultural programs and has previously managed Australia’s migration programs.
Mr Kilner has extensive experience with the Department of Home Affairs having worked for the
Department for over 30 years. He commenced his career in the ACT and has had five diplomatic
postings with the Department to Vietnam, Hong Kong, Thailand, Jordan and Pakistan and a
secondment to the International Organization for Migration as Head of Office in Laos in 2015 and
2016.
